Governments don't draw up framework decisions. Although there are data
retention proposals in the to-be-finalised-in-May Comms Data Protection
Directive (and the final text is not yet agreed), this seems to have
been conflated with an entirely different draft framework decision on
network security (which is all about anti-hacking etc).
