As I understand it, the NI number is not a unique number anyway, there
may be duplicates in the system.

That is my understanding too although, like Nic, I cannot give
chapter and verse.
In any case I would be wary. Identity theft is, apparently, a
growing trend in the UK. The widespread availability of Social
Security numbers in the USA has been a contributory factor in the
development of the problem over there.
Although it is not sensitive data in DPA terms many people might
consider it sensitive in their own terms. Also usernames do tend
to get used in areas other than just for logging on.
Why not use your own internal staff number?
