That exemption *only* covers what is classified sensitive under Section 2(b) (" his political opinions"). I presume its intended to cover canvassing records and the like. The SI allows the data subject to require the party to cease processing of this information. So if, say, a BNP supporter threatens violence to another party's canvassers if they come round again, it would appear that person could then require them not to process data about her or his opinions and allegiance (mandatory "must") but the threat could be recorded without the contextual explanation under Sched 3(3)! That's my take, anyway.
Other political and similar purposes (such as individuals' information collected from website forms, petitions etc) would have to be covered by explicit consent for processing or, for members and regular contacts, Sched 3(4).
I was looking for a code of practice or guidance a few months ago, but I didn't find it, so I'd like to know too before I get into trouble! Not quite the same thing, but there is guidance about Local Authority: elected members, compliance DPA under compliance advice at:
