It may be a long shot, but could this be dealt with under Schedule 7 Para 5,
Management forecasts, etc? This paragraph states:
"Personal data processed for the purposes of management forecasting or
management planning to assist the data controller in the conduct of any
business or other activity are exempt from the subject information
provisions in any case to the extent to which the application of those
provisions would be likely to prejudice the conduct of that business or
other activity."
Management planning function: drawing up a list of potential honorary
graduates;
Data Controller "other activity": selecting individuals from the list for
the purpose of offering honorary graduateships;
Extent of prejudice to "other activity": if an individual was shortlisted
and subsequently rejected could cause antagonism towards the institution and
damage its reputation.
You could probably use something like this brief analysis to ask the OIC for
a ruling.

Subject: Selection of honorary graduates
There was a discussion recently about the usual process of selecting
honorary graduates which appeared to be a breach of the first principle
I am told that the reason the nominees are not informed of their nomination
until and unless they are formally approved by the University is purely to
avoid the embarrassment (for both parties) of people finding out that they
have been refused such an award & that would any other rules applied to the
process would meet with resistance.
Have any other HEIs altered their practice on this front?
