The consistent message we have been given by the OIC compliance unit is that
whilst photographs are often (but not always) personal data, they are NOT
sensitive data, even in cases where a person's state of health (say) is
apparent from that photograph.
As ever, it is the case at this stage that this opinion has not been considered
by a court of law, and so we cannot be certain of the OIC's interpretation
until a legal precedent has been set.
