The Police form will quote the Section 29(3) exemption (Prevention / Dectection of Crime).
John is quite right regarding the 'fishing test' although in those minor cases the Police could and would approach the data subject directly. In some of the cases that the police deal with it may not be possible for them to document / discuss the issues with you. Should you still be unhappy with the disclosure then the Police may have to obtain a court order.
Does you email / communications policy inform staff and students that their system use may under certain circumstances be monitored ?
