Has the 'data controller' situation been clarified and documented, making
any divisions of responsibility clear? Who controls what.

Subject: Speed monitoring
Our authority has joined with the police in a scheme to monitor excess
speed at accident black-spots using cameras set up in specially customised
vehicles.
The vehicles are small, Transit-style vans, painted white but carrying
distinctive logos. The vehicle in use will have the speed camera logo
painted on the rear of the vehicle and will only be used at designated
sites identified using the speed camera logo signing.
We have a data-sharing protocol with the local police authority but I
wondered whether there were any other data protection implications which
should be considered.
