The existence of such sites as 192.com is a result of the legal obligation
on Electoral Registration Officers to sell the electoral roll to any party
on payment of a prescribed fee. The ERO has to sell the roll in a
non-searchable format. However, the data apparently gets transferred out
of the country where it is manipulated into searchable databases and then
shipped back in as 192.com or whatever. The legislation obviously needs
tightening up. The practice of EROs selling the roll has now been
suspended altogether pending regulations in the wake of Robinson case to
which a number of people have been referring in this discussion.

As far as I was aware & please correct me if I'm wrong, you can gain access
to the electoral register at most central libraries as it is a public
document...
There are such site's as www.192.com that even allows you to search (under
certain restraints) on the internet. I would presume that as long as you
made it very clear that the information you are publishing is taken from a
public document there should be no problems.
