I think you touch on more academic issues than DP.

The university is the data controller (not the super. or the student).

If the university is the data controller then it does not matter who is the
supervisor. Not a DP issue.

As long as DP things are adhered (ie. no identification of persons on the
publication) I would have thought the University would/should encourage the
student to publish the work.
What you are really saying is can s/he publish them without the original
supervisor's name on the publication? AND the original super. is left with no
data (irrespective of what is published). I guess it depends on your rules
and regulations and conditions of the award of the grant. ALSO was the
student an FT student or was he employed as Postgrad assistant and HAD TO
undertake work towards a PhD. If FT student I think s/he could/should
publish (on academic not IPR grounds), data and other findings ought to stay
with original grant holder.
The funding body should get the findinds not the "personal data".
