well i suggest you look at the Certificates which have been issued. It covers
the policing role of the Service.
With respect to Mt Shyler, I would have thought that his records would
contain information about his national security activitioes and would fall
within the S.28 exemption.
But I am pleased that you agree with my analysis of the problem

The interesting thing is what happens when MI5 helps the police with their
policing function as is permitted by law
MI5 would argue that any processing is subject to S.28 (national security) -
and their certificate which has been made available by the Home Office
certainly implies this
My own is that if personal data are to assist the policing funnction they
should be covered by S.29. But this would allow the Information
Commissioner
to have jursidiction over some of MI5's processing
