I agree with what you say.
And any disclosure would be subject to these kinds of safeguards.
But I was just a bit surprised at the scope of the exemption.
Particularly for information collected under statute.
We picked up Fluffy's contract from Hogwarts and he is now guarding our Council Tax database.
Looks like I'll need to train him to step aside at the magic words "Research, History & Statistics"

The exemption is as complete as you say though my feeling is that the
controller (council / council department) take responsibility for ensuring
the third party is going to handle any data disclosed to them in an
appropriate manner. (ie. in accordance with the act in terms of security,
further processing, disposal etc).
There is guidance available to add meat to the bones though.
Useful things I've read are the JISC guidance to HE on DP Issues in
Research, and BSI's Guidance on Data Processor Contracts.

I had cause to look a bit more closely at the Research, History and
Statistics exemption this week.
And was a bit surprised at the extent of the exemption.
So a query to help clarify my understanding:
An organisation approaches a Council and asks for a copy of personal
information held.
The information will be used solely for research purposes.
And the 33(1) "relevant conditions" will be met.
Subject to the usual safeguards, the Council can then pass the information
out.
Even where the information was collected by statute for an unrelated
purpose (e.g. Council tax).
Is this correct ?
