Duncan's point re Section 29 is covered by the OIC's CCTV CoP.
On p34-35, under the heading "Circumstances in which the requirement for
signs may be set aside", the code states that "if the data controller
processes images for either or both of the purposes listed in the
exemption"
(ie the crime/offenders purposes in S29(1)), "he or she may be able to
obtain and process images without signs without breaching the fairness
requirements of the First Data Protection Principle."
As others have stated, this exemption is lost if the CCTV is used for
purposes other than crime prevention etc, and anyway
