I think John Hanafin's "Guidance for Data Protection Officers" (produced by
IDeA's Rights in Data Group) and aimed at Local authorities is pretty easy
to understand. As it happens I am just reading his section on 3rd party
disclosures and am finding it v useful.

There has been much discussion in this site about Third Party Disclosure.
Does any one have simple guidlines that can be issued to staff on this
matter ? I have looked at the OIC site and their guidance, but felt whilst
this was very informative it was somewhat overwhelming and rather long for
employees who are not Data Protection Officers. I wondered whether people
would actually bother to read it all and absorb it all.
