If you are part of the SU then they are the data controller, and whether or
not they currently take an interest in how you go about handling personal
data is not the issue. They are liable under the terms of the legislation
to take an interest. But I guess it is for each data controller to decide
how far to take their organisational resonsibilities in this respect and I
daresay its not something which student unions feel the need to address in
the same way as say local authorities. If they are not very pro-active,
and it is concerning you perhaps you should make sure that at least your
details appear correctly and in full on the notification.
Have you looked for some forum or advice on the net or elsewhere re the
status of Student Unions in relation to the DP Act and what is common/best
practice. There's probably loads of other people in the same boat as you
and I wouldn't be surprised if there's some discussion going on. Also,
have you tried contacting the University's DP Officer?

The issue I was raising was whether the Service should notify separately if
the nominally responsible officer in the SU is not practicably going to be
checking or deciding what we do.

At Exeter our SU is considered to be a separate data controller and as
such has a separate notification and DPO. No doubt I'll be corrected if
I'm wrong, but I think a lot depends on the status of the SU - ours is
distinctly separate from the Uni - ie. has it's own employees etc.
