I've just talked to our personnel section in the Council, who confirmed my
view that the body taking the placement would be responsible for carrying
out a criminal convictions check on the appointee if it was legally
required. They would have to follow the same procedure as for employees.
Accepting information from the educational body would be useless as you've
highlighted, because the student can refuse permission to disclose sensitive
information.

Can I clarify - do details of criminal convictions have to be passed on
(regardless of consent) when the student is going on a placement required by
a professional body? eg healthcare professionals who have strict rules on
who may work with patients.

The only element of Schedule 3 that seems to apply here is 1: Consent. I
cannot see how you could justify disclosing such details without consent.
