Unless you can point me to chapter and verse I do not agree that data must
be in the processable form that you define in order to constitute a
transfer.
Data that is capable of identifying an individual is more widely defined
than the way you limit it un your message. I believe that transfers of (eg)
paper records are covered by this legislation as well as computerised ones.

I would think that responding to a request from a data subject for his/her
information, which may or may not be a formal SAR, does not constitute a
transfer of personal data. To be a transfer, the data must be in a
processable form, ie, in a computerised data file, on a disc, etc, and be
capable of being used by the recipient for further processing. Otherwise,
we would have difficulty sending even basic communications to data subjects
based outside the EEA.

subject outside the EEA, and can properly respond to such a request within
the EEA, may they so pass the response outside the EEA, even if it involves
a trans-border data flow to a country without adequate protection for the
rights of the individual?
