Does it not also depend on the legal issues involved?

The responsibility in the DPA is clearly the data subjects, as data
controller.

That is always an option.

I did expect quality ISP's to have some form of agreement, that was what the
original enquiry was trying to determine, following my surprise at not being
able to find one.
Back to the e-mail addresses.
123@ is not a personal identifier without further information being
associated with it. (Except within an provider organisation)
Once abc.com has been added, then it becomes a personal identifier.
(Potentially globally)
Hence the data subject (as data controller) begets their legal obligations.
I had expected you to mention the contract exemptions!
