A researcher approaches a funding body for money to complete a research
project. The proposed research project undergoes a thorough peer review
process, and much comment is returned to the funding body re
acceptability etc. This may include personal data e.g. credentials of
the researcher.
Funding is denied and the researcher requests access to all
correspondence in which he is the data subject.
Can access be denied on the basis of consent withheld from the third
party (common law duty of confidentiality)?
If this is the case for say employment references, why should it not
also be the case for emails I may have sent to the funding body?
