Thanks to all who have replied on this. Apologies for not replying
personally, I hope this summary will be acceptable.
Thanks in particular to Clive and Bill who pointed me at the ILR
(Individualised Learner Record) manual, field L26. I'm guessing that the
course I have applied for is categorised as "Work Based Learning" (WBL).
For the interested here are some snippets from the information for that
field:-

Status: FE required only for WBL funded
WBL required
Reason required: to identify eligibility for national insurance credits
Notes: for WBL - although this field is optional it should be treated by
the provider as a key field. The provider should treat this field
as if it were required and seek to obtain a learners NI number on
start or shortly after. Learners who do not know their NI number
should be encouraged to obtain it by the provider. All employed
status learners must have NI numbers in order to be paid by the
employer
for WBL - learner details supplied without an NI number will be
identified in a control report produced by the local LSC and
discussed at the provider review
for WBL - learner records without a valid NI number at achievement
date will not attract the output element of funding

Interesting to see "required" in the Status and "optional" in the Notes.
It's mandatory for the colleges to include it if they want the money for
WBL but not mandatory for the student to supply it...? Hum.
After reading the document I sympathise with those members of the list who
made comments connected with the impact of the complexity of the LSC data
requirements (and their illogicality in places). I'm glad I'm not in your
shoes!
