According to my latest ILR (Individualised Learner Record) manual, field L26
NI number is only required for Work based learning not FE. Not sure if your
online course would be WBL?
Currently from the ILR manual for each student worst case scenario is;
50+ fields for each student
nearly 60 fields for each learning aim (course) they are enroled on, often 5
to 10 records for GCSEs etc
if they are ESF funded/matched funded/co-financed another 30+ fields
if they are HE another 40-ish fields
there is also a field that allows local info to be collected that can add
another dozen or so bits of really useful info to the work load (do you
cycle to college?)
All this needs to be collected, entered, verified, validated, sent to the
LSC, audited and used by the inspectors.
Lord only knows why the LSC need all this, but colleges need it from you
because otherwise they won't get £. Also if we get a bit shirty they start
quoting the 2000 Education Act which apparently says we have to do what we
are told. We are only the middlemen (honest).
They know it's a mess. It appears that after a report to the LSC funding
body by George Sweeny they are going to 'scrap' the existing funding
methodology rather than fix it! I'll believe it when I see it.....

I hope I'm not going over old ground here - I've had a search of the
archive and can't find anything obvious (but...). This is probably

Friday query, but I didn't fall over the problem on Friday.
I have applied to do an on-line course given by an FE College and,
filling
in the paperwork, did not complete the box "NI number". I have now
been
told that to enable the College to draw down LSC funding for
learners,
they have to comply with their requirements, and that giving ones NI
number is one of those requirements. I have not been able to find
out
either from the College or the LSC web site the purpose for which
they
think the NI number is needed.
I cannot see that there is a connection with national insurance, tax
or
benefits purposes and I'm not sure that the request/requirement
doesn't
thus breach the third principle of the DPA98.
I would appreciate the views of the list members either on-list or
as
personal responses (and would be prepared to summarise).
Also, on a pragmatic note, does anyone from the FE sector know why
the LSC
"require" this, and is there any way round the problem!
