Yes it could, if the crime is one of those in your crime and disorder
reduction strategy. Is "jumping red lights" likely to be one of the things
that a community has said is an important crime to be reduced in a particular
area? As you know, if it doesn't appear in a local strategy document, s115
powers probably do not apply.
