I think this is a fair obtaining issue. If there is no necessary connection
between the primary purpose (People's Panel) and the secondary one(s), then
it is probably not fair to pass the data on without consent - or an opt-out
which can be exercised negatively (i.e. by failing to tick a box on a form
which is being returned anyway) rather than requiring them to exercise their
disagreement by taking positive steps. This is especially true if you did
not tell people about the possible wider uses of their data before they
signed up, rather than after the event.
However, if you can argue that the two go together - e.g. there is a
legitimate public interest in knowing who is on the Panel and how to contact
them - and people knew about this when they supplied their data, then I
think an opt-out which has to be positively exercised is probably OK.
