I wouldn't have thought that political canvassing (by post) would be included in the remit of the MPS. In any case, the traditional way of distributing political leaflets is to simply post them unaddressed through people's letterboxes, which negates the need to refer to the MPS at all. The MPS state on their leaflet that "the MPS cannot stop unaddressed material from being delivered".

If an individual is standing for election and wishes to send publicity
material to voters, do they have to check with the mailing preference
service? If they are a private individual, rather than a political party,
can they use the s 36 exemption to cover their activities?
