I think webcams would be the same as CCTV without film. See below for OIC
guidance.

I am often asked about CCTV without film, and whether this constitues
Processing under Data Protection Legislation.
The following extract from the Information Commissioner's Code of Practice
for CCTV makes it clear that such systems are caught by the Act.
d) Processing
Section l of the l998 Act sets out the type of operations that can
constitute processing:
"In relation to information or data, means obtaining, processing, recording
or holding the information or data or carrying out any operation or set of
operations on the information or data, including:
a) organisation, adaptation or alteration of the information or data,
b) retrieval, consultation or use of the information or data,
c) disclosure of the information or data by transmission, dissemination or
otherwise making available, or
d) alignment, combination, blocking, erasure or destruction of the
information or data."
The definition is wide enough to cover the simple recording and holding of
images for a limited period of time, even if no further reference is made to
those images. It is also wide enough to cover real-time transmission of the
images. Thus if the images of individuals passing in front of a camera are
shown in real time on a monitor, this constitutes "transmission,
dissemination or otherwise making available. Thus even the least
sophisticated capturing and use of images falls within the definition of
processing in the l998 Act.

Subject: Webcams
Hi,
Does anyone know what the Data protection/Privacy issues are regarding
installion of webcams in public areas. We are looking into the issue of
installing a webcam in a Student bar, we would like some feedback on any
legal aspects of the use of this webcam.
Many Thanks
Richard
