You would have to release the data under the RPA as any electoral
registration officer (ERO) has the right to the data in order to check their
register. It is worth noting that this is a requirement for the Electoral
Registration Officer, who is a separate officer from the rest of the
council. So if the LA has asked for the information then I would say they
cannot invoke RPA.
As a matter of interest, there is a Human Rights angle - in this case the
right to vote - which is not possible if your entry on the register is
incorrect. Also, of course, it could be that the ERO suspects fraud, in
which case they would be using the ability to use other data sources to
ensure that a potential election fraud is not being committed.
