We are about to embark on a system for this. (We are calling it a Client
Alert System!!). Our procedures suggest that the line manager signs the
letter, and the letter will not be sent, if this would pose significant risk
to any individual - using conditions under schedule 2 - 5(b) (and schedule 3
- 3(a)(ii)- for sensitive information). I think this is sufficient. I may be
shot down in flames!!
