Can't imagine that OIC or courts would view this as a breach - public bodies
have responsibility for the protection of children & young people living in
their area under variety of legislation including the Children Act.
Also, surely the disclosure would be covered by s29 because cruelty to
children / abandonment is a criminal offence?
