There is apparently no general agreement on this.
Loughborough University's Charles Oppenheim believes that
they are exempted (see his briefing paper on the DPA at
http://www.sconul.ac.uk/publications/publications.htm). Most
lawyers I have spoken to disagree with this, but argue that
from the point of view of liability it is hard to see how an
author could claim that they had suffered if the details of
their publications were inaccurate, or whatever. However,
Charles refers (as I recall) to a case in Germany where a
politician complained about the bibliographic record a
library held on a political tract he had penned while a young
man. (I am not sure of the details of the case, or
how/whether it was resolved).
I have in fact been trying to obtain a view from the
Information Commissioner's office on this in connection with
an article I am writing on the DPA and libraries, but have
yet to connect with the right person.
For all that, if they are not exempted clearly it would seem
to place a greater emphasis on maintaining accurate records
would it not?
