As far as I am aware it is only the ability of the customer to sign a Zero
rate Declaration which affects the rate charged. Disabled individuals,
charities providing for disabled people and VAY registered entities
lesewhere in the EU are the only ones I am aware of. In the UK the vat
registration of an entity is irrelevent to whether we charge VAT. Therefore
the turnover is of no consequence to the seller.
