Sounds as though there may be tracking and focussing difficulties, and if this is the case, then some form of vision therapy may be helpful. As in any of these cases, as long as you can provide the appropriate medical information and highlight how this actually affects the student on a functional basis, they may be eligible for DSA.

Has anyone heard of "Duanes retraction syndrome." if you have could you shed
some information on it?
Has DSA been used to support this syndrome?
Would you fund a programme of vision therapy if it was recommended through
the DSA?
