Yes unless you plastered all the feedback comments on the web or something
similar. It is what you do with the feedback not how you obtain it. Even if
it was eponymous the lecturer should not see which student gave the feedback.

You will be processing personnal data ... and in this very case before you
circulate them widely ... you should give a chance to individual staff to
respond. What if you are processing incorrect data, ie. the student is
lying?
On a by the by note, how will you stop the student with a grudge who makes
multiple on-line returns and "messes up" the career of a lecturer?
I do like these high tech on-line solutions :-)
