Regs 12 and 19 rule your student out if she doesn't meet the residence test and doesn't qualify for some other reason, e.g. as an EU migrant worker.
Are you sure that your client "is not eligible for funding support from the Dutch government because she has a British, not Dutch passport". I would have thought that would be against EU law, which is why the British scheme has residence and complex immigration tests, rather than a nationality-based one?
Worth checking, perhaps.
