For many students at this university and I assume at many others if they
require a fridge for their room when in halls, then there is a charge for
it's hire.
If a student was for example IDDM then they would quite reasonably not want
to put there medication in a shared fridge, because accidents can happen and
should the student require their medication and it wasn't there, then that's
a situation best avoided.
Therefore, in order for the student to be able to maintain their medication
safely, they will face an extra cost which arises because of their illness
as opposed to other students.
LEA's have been quite willing to pay on the basis of this argument even in
the case shared private accommodation.

I'm sure we've had this chat before but why does the fridge
represent an extra cost related to study? Surely this would arise as
a result of leaving home anyway. The same way that having extra
laundry costs would not be related solely to the fact that you are
going away to university (although I know a lot of students take
they laundry home for their mums to do - I used to anyway).
If you do have problems have you tried your accommodation
services they will sometimes provide extra kitchen appliances.
