Although I am dedicated I've only just picked up my weekend mail and I have
a thought about this instance, its a thought and not an answer though. In
some files/database extra material not just the personal details are
contained to allow context to that file, if an individual request images
from CCTV how are we to have a context. I do believe that the issue should
be one of removing third party details only, this includes CCTV, the
location and any other captured data only that third parties should be
intact. If for example in a file it was to state "Paul Couldrey was stood
outside McDonalds at 11:30am on Monday" this would constitute personal data,
I doubt any of us would edit the file to read "Paul Couldrey was stood
outside XXXXXXXXXX at 11:30am on Monday".
Personally if I asked for a subject access to CCTV and it came back with
everything blurred exempt for myself, firstly I would be suspicious that
this was the edited original and not some electronic wizardry and secondary
I would request an assessment from the Information Commissioner.
Along the same lines every wondered why in court only third party faces are
blurred with evidential video tapes??

I would have thought that removing any more than 3rd party identities
(faces?) would be a breach of the Act.
The location may have been necessary as (e.g.) an alibi.
If the request had been for computerised data and you deleted everything but
the person's name and address you would certainly be in trouble!!
Hope this is no too simplistic a view - any comments?
