The defensive approach is to pass the buck come what may.
In reality it depends what is the relationship between the University and
the SU ('cause in some Universities they act as independent organisations).
More explicitly do you have sticks and carrots to make them obey the
legislation. If yes then:
(a) you are encouraged to have only 1 notification;
(b) it would be sensible to include them under your notification.
Payroll is irrelevant. Do the SU staff have a contract of employment with
the University (eg. like you are likely to have). If yes, then you notify.
If not the SU notifies.
