Jackie Leesons wrote from Peterborough last month about the effort needed
to trace all of the information for a Social Services SAR.
Solihull are having an increasing number from people who were classified
as "Children looked after" - usually fostered - and in one case this
person's papers fill six files - up to 3,000 sheets in addition to six
video tapes!
The files include documentation from schools - pupil reports etc.
The social worker attempting to answer the request has identified about 150
third parties.
As in all SAR's an administrator has written to the third parties for
permission to disclose and of course many letters are being returned
as "Not known" as the records may go back more than 15 years.
Have any other authorities experienced these problems, have they prepared
any guidance notes for departments, can they give any advice to the rest of
us?
One thinks of "disproportionate effort" - but I assume that this would not
be considered to be acceptable.
Are other LAs also finding that the time, effort and expense for these is
becoming a real concern for Social Services Departments?
