With rolling registration (claims, deletions etc. being carried out monthly)
does this mean that the "large data collection companies" are re-selling
data that is inaccurate and out of date?

Incidentally, on the whole, Local Authorities make only a few sales of the
register - generally on to large data collection companies who then re-sell
the data.
