We certainly agree with being as open as possible. However, are considering
charging £10 to discourage casual access requests which may involve HR in a
lot of additional administration, such as checking files for information
given confidential by a third party. This includes references given in
confidence when the employee joined the organisation, for which we are
dubious about giving subject access.

Likewise - unless of course it is a person with a grievance
then there may
be a duty to protect a third party if e.g. they have given a
statement
regarding an individual and were told when giving the
statement that it
would be "private & confidential" and in turn may cause harm
or distress to
that person.
