Our Social Services and, to a lesser extent, Education departments are
receiving subject access requests from individuals endeavouring to gain
access to information about themselves retained on personal files of other
people. Several of these requests are from foster carers requesting access
to information about themselves on the files of children who have been in
their care; in some cases the child has subsequently been adopted and there
can be a large volume of files (17 in one recent case). The Information
Commissioner has confirmed that we should comply with such requests and
search through the files for what are often very brief and meaningless
references to the applicant. Due to the number of requests and volume of
material it has become necessary to commission this work from independent
investigators at a substantial cost, increased in some cases by the need to
seek legal advice.
