These relate to registration of bodies who will be seen as fit persons to
access CRB info.
The later SI regards registration regulations came into force from 13th
August 2001. These SI's only relate to Registration to permit access. Not
sure that the live access to CRB is yet in force as a registration process
would appear to need a period to settle down before access could begin.
The Police Act 1997 was amended via Criminal Justice and Police Act
2001(c.16) which received Royal Assent on 11th May 2001. This linked to
formation of CRB and the section relating to the CRB were to come into force
at some later date via Statutory Instrument. Below is link to Commencement
Order 1 which is the only one I can find in 2001.

This brings into force some aspects and makes a reference to section 134
(criminal records) of Criminal Justice and Police Act 2001. You would need
to check specifically what this section does. As it is Commencement Order 1
I suspect others are to follow.
