Hi,
What are you cirulating and why?
You can circulate for administrative purposes information which is
relevant/necessary for the operation of the institution, whatever it is
called ... for the student to continue and obtain a qualification.
You may not circulate without prior permission "sensitive info", race,
ethnicity, sexual orientation (not that it matters in a school of Art) and so
on.

That sounds like administration/performance/disciplinary matters. What else
would the management need to know?

I am lost at the last point you make. They will sign and agree to conditions
etc by signing a contract and ideally by signing an explicit DP form. But
you must tell them "What, Why to Whom" you intend to do with their
information. ie. What you collect, Why you collect it, to Whom you will
disclose it.
You use information in a very general form, I wonder what you really mean?
