We distinguish between 'qualified for' and 'admitted to' a degree. A
subject access by a student in debt would elicit a statement that they had
qualified for X degree but that they had not been admitted to the degree due
to outstanding debts. No certificate will be issued and they would not be
permitted to attend a degree conferment ceremony ( although in my
experience, that is hardly a penalty !)

The question has arisen on another list whether many HEIs are witholding
results from students who owe them money - a couple are. Is this still
