What other choice do they have? None! If a course requires the use of
computers then what if the student says ... "I am not happy that you will
monitor what I do therefore I shall not use the computer"? then what?

I guess YES ... unless a student can prove that you changed the contract to
which they agreed to ... etc.

I would rather policies etc do not becoming a condition of "being" in a
university after the student has enrolled, and probably payed fees and had
other expenses. I would rather the conditions are set out in advance, eg.
that use of computers may be compulsory and ... monitoring and ... whatever
else.
Then the student has a choice of going to another university which may have
different policies (which of course ain't true). Today we are worrying about
DP issues and the RIP act, tomorrow we will extend it to something else.
Use of logon screens, mailshots and whatever else should be used to remind
students/staff of rights/responsibilities but not to set them up as we may
please. Of course if there is new legislation then we must tell them.
Unfortunatelly, it appears that with the RIP act we do not have to ask people
to agree, we tell them this is how it is.
