Seems from the description you give below that the police are data
controllers of those CCTV images as they are 'jointly in common with other
persons determining the purpose for which and the manner in which personal
data are processed.' Not an exact quote but close enough.
There appears to be a need for liaison with the local police force data
protection officer so all parties have a clear understanding of the
situation.
