In these circumstances I would suggest that the information could be
released to the data subject's representative if the DS has provided written
authorisation that the representative is acting on her/his behalf. Of
course the Housing Department or the HA would be under no obligation to
release the information. If the HA insists on the information being
withheld, the DS should be referred to the HA, who may wish to disucss the
matter with the DS/representative rather than go through the rigmarole of a
subject access request.

Is a Housing Department at liberty to reveal the reasons provided by a
Housing Association for turning down an application for housing to a person,
who happens to be a traveller, via her 'case officer' in the Traveller's
Unit? - ie can Housing tell Traveller's Unit?
Can the HA insist (under DP, 'duty of confidentiality', or anything else)
that they do not - ie person's only recourse would be subject access request
to the HA (or ? to the Council, indeed?).
