It's an interesting problem. The Trust are only data processors for the
Council, but the problem arises with the involvement of the police.
The Trust adhere to the local Police Force Code and Guidelines on the use of
cctv. This means that images are filtered by the Police, so that things that
the Council may want to see are denied to them sometimes. There is an issue,
therefore, as to whether the Police are joint data controllers with the
Council, something to date not accepted by the Police.

As a matter of interest, who is the data controller of the scheme? Is the
trust registered as a controller or as a recipient on your registration?
