The instructions for Census Team Leaders (in charge of the enumerators who
knock on people doors) state that the data collected for the Census is
registered under DPA98. The DPA98 does not override the Census Act 1920.
All Census staff have to sign a contract in which confidentiality is
covered. Also the Census Act 1920 has been amended by the Census
(Confidentiality) Act 1991 where staff are required not to divulge any
information collected on Census duties to anyone outside the organisation.
Security of storage is stressed in the instructions too.
However I do agree, to further confirm confidentiality the DPA98 should have
been mentioned on the form itself.
