We do receive quite a few requests for disclosure for civil legal
proceedings where this organisation is not involved. Where these are made,
normally the request is dealt with by the solicitor.
However I have noticed an increasing tendency for solicitors to incorrectly
request the information via the subject access route. This may be because
they cannot get the information otherwise, possibly because of the resource
implications or advice that disclosure will only be made following a court
order. !!!

Subject: Legal proceedings exemption
> Has anyone relied on the exemption for disclosures in connection with
legal proceedings in section 35(2)? Would it apply if an organisation asked
us for information about an individual they intended taking action against
or could it only be used if it was the data controller that was taking or
defending the legal proceedings? Any thoughts?
