The request for student names is not required for the purpose of collecting the census on 29/4 - I quote from the Act: 

"8 (b) the Communal Establishment Form and the number of Individual Forms, reply envelopes and individual return envelopes which are necessary for the purpose of the census (can be issued to)  the manager, chief resident officer or other person for the time being in charge of any premises mentioned in Groups II, III or IV in Schedule 1 to the Census Order."  and
Issue of Individual forms of return in communal establishments
               11.  - (1) The person to whom a Communal Establishment Form is delivered in accordance with regulation 8(1)(b) shall issue an Individual Form and where requested, an individual return envelope, to every prescribed person on the premises who appears to him to be capable of completing the form."

Adequate provision is made in the Act for communal establishments - none mention collecting names.. 
In other words director/governor/commanding Officer/Captain etc. can/are expected to take responsibility to issue forms.

We've been approached by one of our local area managers for the April
census to provide names of students in halls of residence. As far as I
could tell, this was to help his staff with the practicalities of
collecting data from students, rather than any obligation on the
University.

Do colleagues have any wisdom on this?
