I think it's more than that. If the policy says "occasional" ("at irregular or infrequent intervals", "relating to a particular occasion") but people are customarily allowed to use it regularly or frequently (say, at least daily), the policy will not mean what it says. It would be difficult to enforce it either contractually (if people do use it every day) or practically (if you want to stop them).
